Speaking in an interview with AIT, Mahmud said something strange happened after the appointment of Ibas as Sole administrator of Rivers. He said Ibas was sworn in by President Tinubu himself

Mahmud said that the Constitution of Nigeria lists certain important offices, such as those mentioned in sections 140, 142, 149, 180, 185, and 190, where occupants must take an oath before officially assuming their roles. However, he said that the role of a sole administrator is not mentioned in the Constitution. Based on this, he questioned the legal basis on which President Bola Tinubu swore in Vice Admiral Ibas
